Why shouldn't enterprises simply select an ESP with lowest billing rate?
The question is what are you getting for those rates? Does $24/hour for a developer in India get you the same "bang for the buck" as a $24/hour developer in Mexico? Effectiveness Factor of the Gartner's AD Sourcing Cost Model
The AD Sourcing Cost Model defines Effectiveness factor as the function of the following three parameters: Technology Expertise, Project Management Expertise, and Business Domain Expertise. This factor needs to be determined for all organizations working on an AD project (the enterprise, ESPs, etc., because Effectiveness affects the cost of AD project. The impact of low Effectiveness can be measured by increased AD cycle time or by increased staff requirements. Due to low effectiveness, it might take longer to develop the project with the same number of people, or more people would be involved in it to accomplish the project in the planned time. The impact of using more Effective providers (i.e. those whose Effectiveness is higher) is decreased cycle time or decreased staff requirements. As the Effectiveness causes either longer (shorter) development time or higher (lower) staff requirements it should be included in the AD project cost formula.







Enterprises should quantitatively estimate Effectiveness and adjust the estimated cost of AD project by the Effectiveness factor.

Stand-alone use of the Effectiveness Factor
Besides being used as a factor in the AD Sourcing Cost Model that calculate AD project cost, the Effectiveness Factor can be used independently, for assessing an AD organization's technology expertise, project management expertise, and business expertise. The Effectiveness factor defines all parameters that affect AD organization's effectiveness. It assigns weights to the parameters, i.e. defines relative importance of the parameters. Therefore, it represents a framework for making decisions about what practices and processes can be changed in order to improve AD organization effectiveness. Improved effectiveness should lower the cost of AD projects undertaken by the AD organization being measured.
